
Tammy L. Turner, Esq. is a seasoned attorney and trusted advisor in the field of public education and government law. She has served as General Counsel for rural, suburban, and large urban school districts, bringing a practical, collaborative, and business-minded approach to complex legal matters. Beyond her education and government law practice, she is an accomplished trial attorney who has represented public entities in local, state, and federal courts, as well as administrative tribunals.
A proven leader, Ms. Turner also served as Acting Chief Executive Officer for one of Maryland’s largest school systems. She is widely recognized for her ability to craft creative yet pragmatic legal solutions that align with organizational strategy while maintaining full regulatory compliance. She continues to provide legal services to MD school systems, colleges and universities in her private practice.
Ms. Turner is a graduate of the Harvard University Public Education Leadership Program, the University of Baltimore School of Law, and the University of Maryland, College Park. Deeply committed to public service, she is a past President of the Maryland Negotiators Service, the immediate past President of the Springboard Community Services Board of Directors, a member of Leadership Maryland and the Greater Baltimore Committee Leadership Program.
