Thomas P. Cargiulom, Pharm.D., BCMAS

Dr. Tom Cargiulo is a distinguished leader in the life sciences and behavioral health sectors, with extensive expertise in mental health and substance use disorder (SUD) prevention, treatment, and recovery. He holds a Doctor of Pharmacy degree from the University of Maryland Baltimore.

Throughout his career, Tom has held pivotal roles, including serving as the Single State Authority for Maryland and Director of the Maryland Alcohol and Drug Abuse Administration, overseeing a $150 million budget and the statewide system of prevention, intervention, treatment, and recovery services. He also served on the National Institute on Drug Abuse’s (NIDA) Institutional Review Board (IRB) for a decade.

As the Drug Czar of Howard County, Maryland, Tom pioneered initiatives such as the nation’s first countywide buprenorphine program and Howard County’s inaugural Drug/DUI Court, while developing a comprehensive continuum of care for individuals affected by substance use disorders.

With over 35 years of experience, Dr. Cargiulo has worked across all levels of care according to ASAM standards. He is board certified in Psychiatric Pharmacy, a licensed SUD counselor, and a qualified SUD supervisor. His expertise is further reflected in numerous publications and national lectures, making him a vital contributor to advancing mental health and substance use recovery.
